Any traffic ticket, parking violation notice or parking citation issued by a city
police officer shall be deemed an allegation of a parking violation and the person
to whom it is issued shall be responsible for a civil infraction. Each ticket, violation
notice, or citation, shall indicate the time limit in which the person must appear
before the traffic violations bureau, the address and hours of the bureau, and the
amount of the penalty scheduled for the offense for which the ticket was issued.
