§ 9-29. Equipment.

  • (a)

    All equipment and materials used in the drilling of a well for the discovery of oil, gas, petroleum and hydrocarbons shall be modern and shall be kept in a good working condition at all times. All drilling rigs shall be of the rotary type only to the completion state of said well, and thereafter cable-tool equipment may be used for swabbing, cleaning, and completion of said well. All drilling rigs shall be anchored or secured in accordance with good drilling practices.

    (b)

    All drilling rigs or derricks shall be constructed with platform and superstructure of sufficient height to accommodate a double ram automatic blow-out preventor or space-saver of "Shaffer" or "Cameron" type or the equivalent, with hydraulic blow-out preventor, "Hydril" or "Reagen" above, said blow-out preventors to be installed above the ground level, together with blow-line of proper size and working pressure, and with choke-manifold installed on each preventor. Said blow-out preventor shall be pressure tested prior to drilling operations under surface pipe, and shall be closed periodically every eight (8) hours thereafter.

    (c)

    When cable-tool equipment shall be used for completion of the well it shall be equipped with master-gate; and the rig shall be equipped with lubricators while the well is being tested, swabbed, or bailed. Such master-gate shall have a remote control located at least twenty (20) feet from the well bore.

    (d)

    Every producer or operator who shall drill a well shall comply with all applicable state regulations regarding casing of the well.

    (e)

    Each well shall have a separator capable of caring adequately for the production of the well, and both oil and gas, without spraying oil through the separator vent line. No gas shall be produced, wasted, or allowed to escape through a separator vent line from any well. When it shall appear that an explosive mixture of gas may be accumulating near the ground the designated city officer in charge may require that the well be shut down until such gas is dissipated.

    (f)

    No tanks or other facility for the storage of oil, gas, petroleum or hydrocarbons produced from any well or wells within the corporate limits of the City of Eaton Rapids shall be kept, erected or maintained within the corporate limits of the city except in areas zoned as industrial and agricultural areas where such storage tanks shall be allowed, without the express written consent of the city council. Such storage tanks shall be erected without the corporate limits of the City of Eaton Rapids, except for such installation in industrially and agriculturally zoned areas or other expressly allowed areas, and shall be connected to any well by pipes or pipelines by the nearest possible route.

    (g)

    All tanks for the storage of oil permitted to be installed in industrially and agriculturally zoned areas shall be located in a pit and encircled by an embankment and a fire wall with a capacity of one and one-eighth (1 1/8 ) times the capacity of the tank. No tank shall be located nearer than three hundred (300) feet from any building or industrial structure.

    (h)

    All pipes or pipelines leading to or from a well location shall be buried underground to a minimum depth of twenty-four (24) inches below normal surface of the ground and before a pipeline is layed in, down, or along a street, the person or company laying such line shall deposit with the city treasurer the sum of thirty cents ($0.30) per foot for the laying of such line, and in the construction of such lines the permittee shall pay to the City of Eaton Rapids all damages sustained by it by reason of the construction of said lines and the repair of any streets crossed by or extending along such pipelines in an amount sufficient to place the city property in the same condition as prior to the laying of said lines and shall pay to the city any and all damage incident to the taking up or repairing of said lines thereafter. No concrete or asphalt paving shall be cut or disturbed unless absolutely necessary, and then only under the supervision of the city; and the permittee shall be required to replace and repair the paving at his own expense and under the supervision of the superintendent of public works of the City of Eaton Rapids.

    (i)

    No rigs or heavy machinery used in connection with the drilling or operation of wells in the City of Eaton Rapids shall be moved over the city streets from one location to another without obtaining a permit therefor, which permit shall set forth the streets which may be used for that purpose.

    (j)

    All flowing wells shall be properly equipped with well head connections designed for a minimum two thousand (2,000) psi working pressure and four thousand (4,000) psi testing pressure.

    (k)

    All pumping units installed shall be electrically operated and properly housed and so enclosed as to protect the public therefrom. All electrical switches and electrical outlets shall be enclosed and be explosion-proof.
