§ 419. Specific requirements for roads and utilities.

  • (A)

    Storm sewer:

    (1)

    Design:

    (a)

    Size shall be in accordance with the City of Eaton Rapids design standards and approved by the city superintendent, department of public works.

    (b)

    Material shall be specified by the current M.D.S.H. Standard Specifications.

    (2)

    Structures and covers:

    (a)

    All structure design shall be in accordance with current M.D.S.H. Standard Plans for Manholes, Catch Basins and Inlets.

    (b)

    Covers. All structure covers shall be in accordance with current M.D.S.H. Standard Plans, or approved equivalent.

    (3)

    Spacing of structures:

    (a)

    Catch basins and inlets and culverts shall be placed such that all intersections, low points and necessary intermediate points are properly drained or as indicated and approved by the city superintendent, department of public works.

    (b)

    Manholes shall be located at all changes in alignment, size or grade and be spaced approximately three hundred (300) feet apart.

    (4)

    Construction:

    (a)

    To be inspected by the proprietor's engineer and be true to line and grade and properly bedded and backfilled.

    (B)

    Roads:

    (1)

    General requirements: The current minimum requirements of the city council are as follows:

    Sixty-six (66) foot right-of-way minimum.

    Curb and gutter—Thirty-two (32) feet face to face.

    In areas where multiple dwellings or other factors may create a parking problem, a thirty-six (36) foot face to face curb section will be required.

    Underground storm drainage.

    Recommended pavement systems:

    System 1:

    Aggregate base course—Minimum six (6) inches compacted granular base (22A).

    Leveling course—Minimum two (2) inches asphalt concrete—MDSH 4.12 Leveling (31A).

    Wearing course—Minimum one and one-half (1½) inch asphalt concrete—MDSH 4.12 Wearing Type M.

    System 2:

    Leveling course—Four (4) inches asphalt concrete—MDSH 4.12 Leveling (31A).

    Wearing course—One and one-half (1½) inches asphalt concrete—MDSH 4.12 Wearing Type M.

    *Modifications of the above or other engineered pavement systems will be allowed subject to the approval of the superintendent, department of public works.

    (2)

    Alignment:

    (a)

    Minimum sight distance onto existing streets (intersections) shall be not less than two hundred (200) feet, where practical.

    (b)

    Vertical curves shall be designed with a minimum length of not less than one hundred (100) feet and a minimum sight distance of two hundred (200) feet.

    (c)

    The minimum grade on any street shall be five-tenths (0.5) per cent.

    (d)

    The maximum grade on any street shall be five (5.0) per cent.

    (3)

    Clearing and grubbing: Trees, including stumps and brush, within the roadway and ditch lines shall be removed. All stumps and brush within the right-of-way shall be removed. All trees, including stumps, within the right-of-way, as indicated by the city superintendent, department of public works shall be removed.

    (C)

    Utilities. All utilities shall be located in accordance with Article IV, Division 2, Section 415. All underground utilities and lot or house services shall be installed prior to the subbase and base construction. All underground utilities shall be stubbed to the right-of-way line.

    (D)

    Finished earth grade: The finished earth grade shall be free of all topsoil, stones, stumps, organic matter, muck, peat and frost heave material and shall be prepared in accordance with the current M.D.S.H. Standard Specifications. The backfill of all trenches (sewer, utility, culverts, etc.) that are within the grade of the proposed streets, shall be thoroughly compacted. The top two (2) feet of backfill shall be sand or other approved porous material.

    (E)

    Base material and construction:

    (1)

    Base material shall be in accordance with the current M.D.S.H. Standard Specifications.

    (a)

    Granular base, if used, will be as shown on typical sections. Material shall be placed and compacted as per M.D.S.H. Specifications 2.11.01.

    (b)

    The engineer shall present to the city superintendent, department of public works, a certified analysis made by a laboratory approved by the superintendent, department of public works, of the gravel that is intended to be used on the streets. This analysis must be presented and approved before any surfacing is placed on the streets.

    (c)

    The use of bituminous stabilized base is permissible. If bituminous stabilized base is used, it shall comply with the M.D.S.H. Standard Specifications.

    (2)

    Construction. The complete base course shall conform to the required line, grade and cross-section. The use of water or chemical admixtures to aid in the consolidation of the base course shall be approved by the city superintendent, department of public works.

    (3)

    All material and construction shall be in accordance with the current M.D.S.H. Standard Specifications for Highway Construction.

    (F)

    Surfacing materials and construction:

    (1)

    Bituminous paving materials shall be in accordance with the M.D.S.H. Standard Specifications, Section 4.12.

    (2)

    Concrete pavements shall be constructed in accordance with the current M.D.S.H. Standard Specifications for Highway Construction.

    (G)

    Sidewalks and curb and gutter:

    (1)

    Sidewalks: Sidewalks shall meet the M.D.S.H. Standard Specifications for Highway Construction. The depth of walk shall be not less than four (4) inches except at driveways, where it shall be not less than six (6) inches. Sidewalk width shall be a minimum of four (4) feet. Sidewalk grades shall be shown on the plans, when walks are to be constructed.

    (2)

    Curb and gutter: Curb and gutter shall be constructed with a minimum distance of thirty (30) feet face to face of curb. The roadway, curb height, and curb and gutter cross-section shall be shown on the plans. Concrete curb and gutter shall meet the requirements of the current M.D.S.H. Standard Specifications for Highway Construction with the exception that reinforcing shall include three (3) one-half (½) inch reinforcing bars and shall only be required ten (10) feet either side of catch basins and/or other drainage structures.

    (3)

    Sidewalk curb cuts: Sidewalks will slope to the gutter of abutting streets. Slopes will be one inch per foot and abutting curbs will be flared to meet the sidewalk at the gutter line.

    (H)

    Topsoil surface, seeding and mulching: The method and time of seeding and mulching shall meet the requirements of the current M.D.S.H. Standard Specifications for Highway Construction. All disturbed areas shall be covered with two (2) inches of topsoil. No road will be accepted by the city superintendent, department of public works where ditch or bank erosion or sedimentation is evident. All ditches and slopes within the road right-of-way and adjacent to the road right-of-way must have a final result from seeding and mulching that the seeding is rooted and established to such a length and density that washing action will be of no concern.

    (I)

    Nonspecified materials and construction: All items that are not specified within these specifications but that are essential to the proper construction of the roads in question, shall be of material and construction in accordance with the current M.D.S.H. Standard Specifications for Highway Construction.
